Sir,
Foreign Office, July 3, 1912. I AM directed by Secretary Sir E. Grey to transmit to you herewith, for the information of the Postmaster-General, copy of the International Opium Convention,* which was signed at The Hague on the 23rd January last.
You will observe from the final protocol of the International Opium Conference attached to the convention that the conference expressed the view that it was desirable to call the attention of the Universal Postal Union to the necessity for regulating the transmission by post of opium, morphine, and cocaine.
The United States Ambassador has now informed Sir E. Grey that the American delegates to the Universal Postal Congress which is to meet in Madrid next spring will be instructed to act in accordance with the view expressed at the International Opium Conference, and his Excellency has been inforined, in reply, that similar instructions will be sent to the British delegates to the Congress.
